One man’s wind turbine may once again dot the skyline in Fremont Township after the Winona County Planning Commission approved his permit request.
James Jarvis was forced to take down his turbine generator in May after the county board of adjustment did not grant a variance for the wind system. But he has worked with county officials since then to develop a plan to get the turbine back in the air, County Administrator Duane Hebert said.
On Thursday, planning commissioners unanimously approved Jarvis’ conditional-use permit application to re-erect a 134-foot-tall turbine at 29049 Fremont Store Road.
“It is appropriate to take this for a CUP,” Hebert told planning commissioners. “This is a good arrangement.”
Jarvis bought the one-acre parcel in May 2009 with an eye toward using wind to power the home he planned to build. As the owner of APRS World, a designer and manufacturer of renewable home wind turbines equipment and systems, he was familiar with the technology.
He demolished a house on the site and put up the turbine, which he bought used for about $30,000, in September 2009. He spent about $1,000 to get it standing, he said at the time.
But in November 2009 county staff found that Jarvis had erected the structure without obtaining any permits. And the turbine’s height exceeded the county’s 35-foot limit, so it needed a variance, they said. Board of adjustment members voted against granting the exception in March.
Planning commissioners seemed satisfied Thursday with the structural integrity of the turbine, an issue that board of adjustment members also highlighted, and county staff discussed a provision of the permit that requires annual inspections.
Winona County commissioners must still sign off on the new permit request at their meeting Dec. 9.
