Compared to other wind power plants in China, the Long Ganhu site is situated close to one of the intensively energy consuming areas of Hubei province.

It is therefore important to choose a proven and reliable technical platform and well-recognised business partners. The first wind turbines generators are scheduled to be delivered in the second quarter of 2012.

Two of the top Chinese wind turbine generator producers now rank among the global top three manufacturers by megawatts of capacity sold. The rise has been fuelled by domestic demand for wind power and a requirement for 70% of wind turbine components to be manufactured locally, says F&S renewable-energy research manager Alina Bakhareva.

However, there is a dark side to this story of rapid success. China has witnessed, by far, the highest number of accidents caused by failures and malfunctions of wind generator, including massive power outages and even some fatalities. With its domestic market saturated and clear signs of overcapacity and upcoming consolidation, some of the biggest Chinese producers have announced plans for international expansion, she explains.

While there is no doubt of the Chinese manufacturers’ ability to learn quickly, adapt and alter the technology to bring the costs down, F&S believes that the wind power market presents a tougher challenge for the Chinese to crack.

“Firstly, there are a number of technology- related quality issues that the Chinese manu- facturers will have to sort out before they are able to deliver a technology solution on a par with the established Western manufacturers. The technology gap is expanding, with US industrial group GE, wind energy company Vestas, diversified technology group Siemens and other companies investing in improvements that increase their turbines’ availability and reliability.

“A technical fault leading to reduced availability presents a huge risk to a developer and can wipe out a large chunk of expected profits. A faultless operating record will have a posi- tive impact on project developers, who will be more confident in the quality of the Chinese small wind  turbines. But we need to [take into consideration] that it will take years to build this trust. We are witnessing Chinese wind turbine manufacturers taking the first steps in the right direction, although the government had to step in and set stricter regulations”, adds Bakhareva.

The pledge came after the US Commerce Department announced on Thursday that it was launching anti-dumping and countervailing duty investigations on utility-scale wind towers from the two countries.
The items covered by the investigation are the steel towers that support the engines and rotor blades used in wind turbines with electrical power-generation capacities in excess of 100 kilowatts, said the Commerce Department in a statement.
It alleged China had a dumping margin of 213.54 percent in windmill generator -tower prices.
The decision adds to recent friction in the clean-energy trade between the world’s two largest economies.
The Commerce Department is already investigating charges that Chinese solar-panel makers engage in unfair trade practices.
The Wind Tower Trade Coalition (WTTC), a group of US wind-tower manufacturers, filed the complaints with the US Commerce Department and the International Trade Commission (ITC), saying that companies from the two countries are dumping wind turbine generator towers at prices lower than the US market cost.
The WTTC had previously said it was asking for anti-dumping duties of 64 percent on imports from China and 59 percent from Vietnam.
But in its announcement, the Commerce Department said China is alleged to have undercut US wind-tower prices by nearly 214 percent and Vietnam by 141 to 143 percent.

It’s production of renewable energy equipment has soared. In 2010, the country accounted for about 50 per cent of all solar-cell manufacturing, the equivalent of 8,000 megawatts. It of windmill generator has been estimated that this rose to 18,000 megawatts by the end of last year. As a plethora of companies added their products to the market, prices for panels plummeted by about 50 per cent last year alone.

Visitors to the WFES will be aware of China’s influence on the market: its companies represent the largest contingent at the event, and more than 50 of them have pitched their stands in the exhibition centre.

China’s role in the renewables sector has not gone unnoticed by Abu Dhabi, which has set a target for its own renewables sector to provide 7 per cent of its electricity by 2020. Cooperation with China is one plank in its strategy, according to Masdar, the capital’s clean-technology company.

“Masdar has ambitious plans to further relations and home wind turbines cooperation with China in the acceleration, development and deployment of renewable energy and clean technology and is involved with China on a number of levels across multiple business units,” said Sultan Al Jaber, Masdar’s chief executive.

The new petition, which covers metal towers that hold turbines aloft at wind farms, followed a solar panel probe into Chinese manufacturers initiated by a group of US companies in October. The latest petition is seen as likely to make renewable-energy trade disputes between the US and China more heated.
The petition aims at raising import tariffs on wind turbine generator towers from China to more than 64 percent.
Titan Wind Energy (Suzhou) Co Ltd, one of the top wind power producers in China, was listed in the petition. According to industrial insiders from the association, the company provides wind towers to many wind turbines manufacturers in China.
Zheng Kangsheng, secretary of the board of Titan, said the company will cooperate with the ITC’s investigation. Zheng said it was premature to talk about any possible adjustment in the company’s overseas strategies.
Han Junliang, president of China’s biggest wind turbines producer, Sinovel Wind Group Co Ltd, said the petition will not have an effect on the company.
Ken Xu, vice-president at Vestas Wind Technology (China) Co Ltd, said the company exported 70 wind towers to the US in 2011 and the number will increase this year. Titan is one of the two wind tower suppliers to Vestas.

On December 28, Longyuan Power, China’ s largest wind power turbines developer, connected 99.3 megawatts (MW) of wind turbines to the grid in a pilot intertidal wind farm in Rudong county in eastern province of Jiangsu.

Taking into account the existing 32MW turbines, which went into operation in September 2010, Longyuan has 131.3MW turbines integrated to the grid in the pilot wind farm in Rudong. This has made the Rudong intertidal project China’s largest offshore wind farm.

Intertidal wind farms are a unique form to tap offshore windmill generator. Intertidal areas cover vast sea regions that are submerged in rising tide and heaved out in ebb tide.

According to China’ s Wind Power Development Roadmap 2050, recently issued by the energy research institute of National Development and Reform Commission, until 2021, China will focus on onshore wind development.

Overall, China plans to have 1,000 gigawatts (GW) of installed wind capacity by 2050, making up 17 percent of the country’s electricity consumption. So far, wind power generation accounts for 1.5 percent of national power generation.

China’ s only offshore wind farm in commercial operation is the Shanghai East Sea Bridge Offshore Wind Farm, totaling 102 MW. It went into operation in June 2010, using 34 Sinovel 3MW wind turbines.

Longyuan started to construct the Rudong intertidal wind farm in June 2009. The first stage of the pilot project, set to be 150 MW in installation, involves an investment of 2.5 billion yuan (397 million U.S. dollars). It will be fully completed in March 2012, said Zhang Gang, general manager of Longyuan Jiangsu Offshore Wind Power.

He added that special attention is being paid on other resources to produce electricity like hydro, hydel and wind, which are cheapest modes of generating power. Besides, the focus is being given on the Thar coal reserves to use in power production.

The Thar coal reserves worth USD 25 trillion have potential to generate 5,000 MW electricity for at least 800 years to meet growing energy demand of the country. While, the windmill  power generated from coal gasification is the cheapest than other sources like furnace oil, natural gas and hydel.

According to a report, a single reserve in Thar has about 850 trillion cubic feet coal.

Mr Naveed Qamar said that Alternative Energy Development Board has set a target to generate 1,500 MW wind power by 2013, which seems achievable because of the serious and accelerated efforts of the government.

He said there is a plan to inaugurate one wind power generators plant every month in 2012, expressing the hope that more foreign companies would invest in power sector of the country.

Chinese ambassador Mr Liu Jian said that cooperation in energy sector would further strengthen bilateral relations between the two friendly countries. He assured that China would continue to extend all possible assistance to Pakistan in meeting the increasing electricity shortage.

Mr Wang Shenliang CEO of China Three Gorges Corporation said that with the efforts and devotion of both the sides, the future of cooperation in energy development between China  wind turbines and Pakistan would be even more extensive and brilliant. He added that “So let us work hand in hand and build with firm confidence a bright future for our cooperation to ensure closer, stronger and more solid China Pakistan relationship in the time to come.”
